After looking for VCD authoring software for almost a week I stumbled upon TSCV Freeware, S/VCD Authoring Software. It seems pretty cool, and it does everything the more expensive ones do and more.

***I spoke too soon. The program looks reat, but unfortunately I can’t seem to download it. All the links on the site are broken. I’ll check out the Phillips VCD Toolkit. It hasn’t been updated in years, but it’s supposed to be pretty good as well.
